Much of the so-called state secrets or classified information is often merely labelled so. They are neither secrets nor stately. Classified rubbish is what they are. Determined & methodic observers (with some gymnastic flexibility of mind) who "look hard enough" will always see thru the cover... Plus the presence of some hands from among the keepers of the nebules and boxes of the 'secrets' who deliberately remove the cover or flash an illumination...out of grievance or sympathy or love of private profit; in which instance one won't have to "look hard" to be able to scoop "things" into one's conscious awareness.
So Nigerian officials who quickly blamed Jamaat ul Ahlil Sunna lidawati Wal Jihad
(ɓoko-hɛrem) over "leaked" data... seem to me to be running faster ahead of what they are chasing; unless they prove they spoke from thorough inquest, and not from speculation and convoluted defence of official carelessness, dutilessness or even sabotage.

Let's say it the way it is: that in Nigeria, those who complained of prez Jonathan's payments to the "area soldiers" of the ocean-front around the mouth of River Niger didn't do so because of the economic injustice or the uneconomic-ness (of) policy those huge payments represent. They complained at the fact that they are not yet included among the beneficiaries of that (soft) injustice; perhaps also for no prospects of ever being included. You know, nigerian Nigerians want lux by ALL means & methods, even when it's obvious that keeping to or staying in such luxury constitutes an imminent disaster. This is in Nigeria.
But there're other facets.
I can gossip loudly now: The Jo' and his co-cavorters 'don't give a dam' not because of sureness of loyalty of the national army (if the official armed agencies of Nigeria can still be called national. I feel they are more factually described as a huge & very varied petro-dollar army) or constitutional backing. It's because of the apparently surer
money-procured loyalty of the gun-goons of the Niger creeks. With such huge payments, which are not even enough for their intended purposes, the "generals" & their "boys" will be able to maintain a life-style of relative lux & a conglomeration of formidable arsenals (capable of frightening Osama of Laden & his USAmérican friends into forgoing an attack or "thinking twice" of any planned aggression)...
In a dreadfully segregated society as this, whose unity is based far more on distrust than on trust (a new visitor concentrating on the ceremonials will be fooled; but will understand when he appraises the informal realities), suppose the northern marauders succeed in procuring saboteurs from among The Jo's "prætorian guards" to aggresse him and his nearests, that's, suppose they ask (him) "the dreaded once-in-a-lifetime question, who'll answer them?
Is it the talk-talking, sybaritic,
english grammarians & church-talkers of SW Nigeria? Is it the unrealistic self-kidnapping able-bodied of SE Nigeria, who: what they lack in politicality they make up in internecine criminality. Even the mediocre political sense, the only level of politics Africa seems capable of, is above'em.
Intra-Nigerianly, the man, Jonathan, is pragmatic after all; he knows Nigeria(ns) enough to know where to set his foothold s...
But this strand of Nigeria's fabric of militiae are "doing something", at least guarding against "security agents" sabotaging petrol(eum) transport lines...

Is Mr Jo', up till now ignorant of the facts that AIDS-promoting NGO's represent a fraudulent estab' of central north America; that they incorporate elements of medical truth in a huge broth of medical fraud to make dupes of peoples globally, thereby keeping themselves in lucrative but abominable careers? Like portable télephones, the AIDS-business is harmfully bottomless...
Even if "sympathy for the sick" makes him tolerate the near-intolerable AIDS-born public dupings, can't he see that no country infested by foreigner-funded NGO's advances (industrially)? Besides, such NGO's are conductors of "foreign state pirates"...
They are de-industrializers and de-stabilizers...
