In prep' for "strong action", [an un-ignorable probability] Russia is also ahead, and perhaps too, superior in strategic & material substances...
In motivation, that's: genuine enthusiasm in what one is "counting", wher'are the puny proxies of NATO & washInG-tOWn?

North America & Western Europe not only leases instruments but also often sends personnel toward the execution of sinister projects... Typicals: Belgium in Rwanda, France in diverse places, especially Centrafrique & Cote d'Ivoire.
And the USA & the UK: too much!

In 2012, around May, when water was scarcest, an incident took place 'tween me & some musulmen in Yola, Nigeria. A longish story, may I summarize it?
I knew that mobile ant[elope]s get more chances of water and pasture than stationary ones. On that day, I wondered far insearch of watermongers. I found one and managed to convince and pay him in advance to take water to our guest quarters... As he came to a bend (at Luggere) some men who'd been sitting idly in their small mosque pounced on him and seized the water (in vessels) for their ablution. I came up and saluted them as humbly as I could muster myself to be. Then demanded from the watermonger the reason for such a flagrant mis-delivery of a ready-bought commodity. He cleared himself: he'd told 'em it's been paid for, but they wouldn't listen... Instead, they tucked the price into his pocket and went on emptying the vessels...
I stipulated to them that I haven't time for "long diplomatic rigmarole". One of two options: reprocure some water for me, and proceed in peace and harmony with your ablution and prayer; or fail to do so and forfeit your ablutions and prayers.
All the implorations "don Allah, ka yi haƙuri" {for Allah's sake, live it down, endure it} didn't affect me. The youth called me derogatory names and were inflaming our interaction... Suddenely, a man jumped out from some hidden corner, faced 'em and said loudly: "Ya fi ku gasƙiya fa; ku nemi mishi abin nashi..." {he has more merit in justice than you all; try and get his thing for him.}
Two men hurried out. Shortly after, they returned with a waterman and a full load of water.
"O.k. Take two jerrycans free," I said. And I gave'em two 20-litre vessels full of water, from the load...
As I was leaving with the water-man and his load, they were swearing that Allah will provide'em the opportunity to give me a revenge of what I did to them. Why would an arnæ {non-member, unbeliever} disrupt their prayer programme? And they spoke as if Allah licenced them to do as they liked or wished to others whatever the consequence.
"What did I do to you? Deserve I not an apology from you?" I queried, and went on away. (I'm still surprised at that event. I feel, were it now, March 2014, those macho guys who often take destructiveness for manliness, would've perhaps answered me with a slug from an A.K. rifle)

This is exceptionalism (in operation); we observed Washington/NATO applying it unabashedly in Ukraine. They embezzled the democracy of Ukraine and turned around to censure its consequence, Russia's (counter)actions.
